This position serves as a champion for performance management and task management as well as project management, process improvement, and specialized professional-level administrative support tasks. Work involves overseeing and analyzing data and reviewing systems and procedures; reviewing and analyzing data from multiple internal and external sources; communicating results and making recommendations to various levels within the organization; responding to management requests for information in coordination with department management; and conducting independent data exploration. This position will coordinate with various departments, provide information, and conduct varying levels of analysis regarding a variety of improvement efforts.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Consult with departments and workgroups in the development of mission statements, strategic goals, and key performance indicators that align employees and teams to the organization’s vision
  • Identify, initiate, develop, direct, conduct, and facilitate performance management events and training (including the facilitation of SWOT analyses)
  • Maintain and continue to improve mechanisms used for ongoing tracking of performance and performance management review meetings
  • Mentor/advise champions and departmental leaders on best practices and application of performance management principles and techniques
  • Build organizational capacity for performance management through shared language and training
  • Maintain public-facing performance dashboards
  • Engage in facilitating one-year work planning activities with departments and workgroups (using Monday.com)
  • Engage in project management activities including project planning, research, data collection, project execution, and report preparation
  • Manage assigned improvement projects which may include facilitation and use of tools and techniques that promote continuous improvement
  • Train staff on the current process, updated processes, and other areas
  • Provide support to the business process improvement program
  • Provide support for departmental action planning
  • Provide professional level support to the OD Office, or assigned department, and perform administrative, operational, and consulting duties (conducts and analyzes research, program development, project management/coordination, sharing best practices, and conducts focus groups)
  • Make both formal and informational presentations to staff members, officials, and the general public
  • Review and evaluate new/improved business and management practices to apply to organization programs or operations; recommendations for improvement and corrective action to standardize or improve organizational systems
  • May provide mentoring or training to assigned staff and to key organization stakeholders and process owners on process improvement business systems, performance management systems, and industry best practices.
  • Perform other duties as assigned

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines


Bachelor’s Degree in a field related to Business, Industrial Psychology, Sociology, Math, Economics, or Public Administration with three (3) years of full-time experience in a related field.

Knowledge, Skills and Abilities

  • Skill in the use of statistical analysis, analyzing data sets, reporting and data compilation software, workflow modeling software including MS Visio or other similar software, and project planning and management software (PowerBi and Monday.com are preferred.)
  • Skill in researching, data collection, and reporting
  • Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects
  • Analyze technology trends to identify applications that may assist with conducting duties
  • Demonstrate an ability to examine data/information, discern variations/similarities, and be able to identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems
  • Effective written and verbal communication
  • Plan and lead strategic initiatives
  • Extremely versatile, dedicated to efficient productivity
  • Handle multiple tasks simultaneously
  • Handle changing priorities and at times, ambiguity
  • Manage projects; meet deadlines
  • Ensure outstanding customer service

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license

Hiring Range: $59,269.60 - 74,256.00, annually.
