Under the direction of the Water Utility Support Manager, performs data analysis, develops data products, assists with business analysis, and assists with financial analysis related to the City’s Water Utility.

ESSENTIAL FUNCTIONS:

  • Performs data analysis and data science activities across disparate sources using SQL and Python.
  • Develops high-quality datasets, products, and deliverables in a ticket-driven work management system.
  • Researches, develops and maintains automation solutions for custom data products.
  • Authors and maintains business intelligence reports and dashboards.
  • Prepares and maintains comprehensive documentation of analytical approaches and products.
  • Conducts meetings and presentations to share ideas and findings.
  • Acts as a liaison for the Water Utility with cross-functional team members and management.
  • Assists with project management for business improvements.
  • Advocates for and advises on data management best practices on projects and initiatives.
  • Assists leadership with budget development and resource planning.
  • Analyzes utility system performance and provides insights and data-driven decision-making tools to leadership.
  • Prepares complex rate and financial reports and responds to requests for rate and financial information.
  • Provides analytical support for all utility development activities that requests subsidies, cost sharing or other service agreements.
  • Ensures accurate financial reporting by collaborating with the finance and accounting personnel.
  • Serves in an advisory role in various internal and external meetings, including vendor/client negotiations on contracts.
  • Plans and performs business analysis tasks.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines

Bachelor's degree from an accredited college or university with major coursework in math, science or related field OR Any combination of related experience or education to meet the minimum qualifications.

Knowledge of:

  • Water utility operations, treatment, and supply
  • Water treatment and transmission capital projects
  • Impact fee development/tracking
  • Regulations related to TCEQ and TWDB
  • Cost-of-service / cost allocation methods
  • Data analysis
  • Data modeling
  • Business analysis
  • Process improvement techniques

Skill in:

  • SQL
  • Python
  • Microsoft Power BI
  • Requirements elicitation
  • Technical writing
  • Reading financial reports, manuals, inter and intra-office correspondence, and educational and leadership materials.
  • Writing memos, reports, and letters.
  • Understanding, interpreting, and preparing financial data, reports, and presentations.
  • Independently solving complex analytical problems by analyzing information; developing logical conclusions and making recommendations.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas Driver's License

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, use of foot controls.

Hiring Range: $79,417.00 - $99,486.40, annually.
