Planner: Coordinates and assists in current and comprehensive planning activities. Case management, technical review/analysis, and presentation of recommendations on zoning changes, variances, subdivision platting, and site plan review.

Senior Planner: Under minimal supervision, performs advanced-level planning work with discretion in the fields of planning and development services for the City’s Planning Department. Primary responsibilities include project management and technical lead for complex, or unique projects and ensuring compliance with City standards and timely completion including Planned Unit Developments, Development Agreements, complex zoning cases, etc. Developing presentations and content for Planning Director and Assistant Director delivery. Project Manager for development code revisions. May exercise direct supervision over assigned staff on a detailed, as-needed, or permanently assigned basis.

Applicants must submit a resume, cover letter, and an example of a complex case or project that they believe specifically exhibits their ability to project plan and communicate clearly and is one they relied on a team to achieve.

ESSENTIAL FUNCTIONS:

Planner:

  • Reviews, manages and processes current and/or long-range planning applications/studies in conformance with the 2030 Comprehensive Plan and other development codes/standards.
  • Interprets application of codes and ordinances to specific projects and responds to citizens’ inquiries.
  • Conducts a detailed review of applications for compliance with all codes, past actions and approvals.
  • Coordinates communications with applicants and City and County departments for review, comment, and records management to ensure records are complete.
  • Prepares and composes a variety of correspondence, including application responses, agendas for Planning & Zoning Commission, Board of Adjustment, and City Council meetings, Certificates of Occupancy, Development Agreements, etc.
  • Prepares reports and makes presentations to the Boards, Commissions and City Council.
  • Reviews case files, Site Plans, Plats, Ordinances, reports and Planning, Municipal and State codes of other municipalities and outside resources for reference research relating to code revisions.
  • Assists with special projects related to code revisions, manual updates, process review, or research, etc.
  • Conducts field work and site inspections.
  • Attends regularly scheduled evening Commission, Subcommittee and Board meetings and special call meetings.
  • Performs other related duties as assigned.

Senior Planner:

  • Reviews, manages and processes complex current planning requests/projects in conformance with the Comprehensive Plan, Unified Development Code, and other adopted plans, studies, and development standards.
  • Researches, interprets and explains codes and ordinance applications to specific projects, properties, or situations.
  • Reviews and manages project applications to ensure that proposals meet City development standards.
  • Selects, mentors, trains and develops staff through review of performance data, conferences, training and counseling.
  • Responsible for identifying plat, site plan, and cases of other related application types that may require immediate or distinct attention.
  • Responsible for reviewing these cases and guiding them to a final decision. This may include cases with unique intersections with City Code, unique physical or regulatory characteristics, or cases that simply have struggled to achieve an end result.
  • Provides case management for more complex development project applications, including zoning, subdivision, comprehensive plan amendments, site plans, and other applications that require a higher level of review and management.
  • Coordinates communication between applicant, City, and County departments for review comments; provides recommendations on how to address review comments.
  • Prepares written reports and makes presentations to boards, commissions, committees, and the City Council.
  • Provides technical support to boards, commissions and committees, and other special call meetings.
  • Responds to complex questions from citizens, management, City officials, and others, and provides assistance.
  • Oversees the preparation and reproduction of publications and educational materials issued by the Department.
  • Plans, organizes and conducts neighborhood meetings, training sessions, and other outreach efforts. Speaks as City representative before public groups.
  • Assists with special projects related to code revisions, manual updates, process review, and research to discover patterns and/or discrepancies.
  • Supervises, trains and evaluates assigned staff members.
  • Establish and maintain effective working relationships with both internal and external stakeholders.
  • Assists with long-range planning and historic preservation efforts, as needed.
  • Provides direct professional support to the Assistant Director
  • Performs other related duties as assigned.
  • Prepares written and verbal reports on development applications and planning concepts.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines

Planner:
Bachelor’s degree from an accredited college or university with major coursework in Urban Planning or a closely related field. Two (2) years of full-time work experience in municipal planning. OR Any equivalent combination of experience and training that provides the required knowledge, skills and abilities.

Senior Planner:
Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Architecture, Landscape Architecture, or a planning-related field. Four (4) years of full-time professional work experience in municipal planning. Two (2) years of the required experience must have been in a lead or supervisory capacity.

A Master’s degree in a planning-related field may be substituted for one (1) year of the required experience.

Knowledge of:

  • Planning principles and practices used in all phases of urban planning.
  • Federal, State, and local laws, regulations, and ordinances regarding planning and zoning.
  • Government organization and administration
  • Principles, objectives, and procedures of governmental planning, programming, and research.
  • Zoning regulations and procedures
  • Engineering, surveying, and drafting concepts and principles
  • Land-use theory and planning and environment theory.

Abilities and Skills:

  • Using computers and applicable software.
  • Performing mathematical measurements and calculations.
  • Conducting research.
  • Collecting and analyzing demographics and statistics.
  • Reading, interpreting, and explaining zoning ordinances and site plans, as well as plans, legal documents, and memos to a wide range of stakeholders.
  • Communicating clearly and effectively, both orally and in writing.
  • Writing complex reports, resolutions, and ordinances, and making presentations.
  • Ability to supervise, train, and evaluate assigned staff.
  • Establishing and maintaining effective working relationships with co-workers, management, and the public.
  • Ability to see where help is needed and provide support to complete projects and tasks.
  • Negotiating effectively with developers, citizens, appointed officials, and the public.
  • Analyzing complex problems and developing positive courses of action.
  • Skill in handling multiple tasks and prioritizing
  • Ability to work with frequent interruptions and changes in priorities
  • Ability to work under the pressures of rigid and/or short work cycle
  • Ability to see the big picture, problem solver, and customer service-oriented

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license

American Institute of Certified Planners (A.I.C.P.) preferred.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, and use of foot controls.

Occasional exposure to weather extremes, and insects when performing fieldwork.

HIRING RANGE:

Planner: $56,434.04 - $70,678.40, annually.

Senior Planner: $65,345.80 - $81,868.80, annually.
