Position is the first and primary point of contact for new customers requiring electric service to ensure that all projects for new service delivery are designed and estimated correctly, in accordance to standards and meet or exceed customer deadlines for need date; completes request for corrective maintenance projects and the coordination of them through construction completion and asset database or mapping updates. Additionally the position includes tasks of design, estimation of materials and labor for activities, project and construction coordination throughout the entire project life with both internal and external resources to ensure compliance with approved documents and electric construction standards, securing easements, calculating and invoicing for customer fees, material quantities and labor cost reconciliation, as-built record correction, capturing GPS coordinates and managing joint attachment permits and make-ready projects for telecommunication companies.Applicants are required to attach a resume.
ESSENTIAL FUNCTIONS:
Design and coordination of assigned projects for maintenance and service delivery on small developments 5 lots and less, single point of service customers with calculated loads less than 500 kW through the analysis of electric loads, design, estimation, customer contribution in aid of construction and connect fee calculations through use of design software for initial cost estimation, billing of material, designing sketches and initiating spot orders for long lead material items.
Communicates contract terms and customer fees for service delivery by formulating customer invoicing into proper format with payment status updates to the group to ensure all fees are paid in conjunction with the project.
Coordination between design and construction for design interpretation, material shortages or additional needs, change control and documentation and review construction contractor invoices for accuracy for manager approval for all assigned service delivery projects, Capital Improvement and Expansion projects for the City’s Electric system that are designed by consultants.
Assures for all projects assigned that construction staking is present, quality control for construction accuracy and adherence to construction specifications, materials estimated are utilized with approval of additional or amended quantities, locating foreign utilities as required and providing documentation and as-built auditing of projects in appropriate systems.
Ensures as-build changes are incorporated when jobs are posted to the engineering model and performs GPS duties as required for electric system mapping updates, and maintains files, updates mapping and records as required.
Schedules and attends pre-construction and project coordination meetings; inspects customer installed civil for accuracy and adherence to design and specifications as required.
Communicates with designated staff on availability of upcoming projects for scheduling and provides for preliminary review of applications for easement vacations, re-plats, annexations, conditional use or licenses to encroach.
Attends development and pre-application meetings as required for these types of projects for the primary goal of fact-finding customer needs, initial review of proposed site plans, gathers or requests additional information for design and communicates other needs or development responses utilizing My Permit Now.
Serves as a liaison between customers and internal departments by working directly with customers to communicate both the needs of the customer and the City for seamless flow of projects and to provide assistance and ensure project deadlines are met.
Assures that streetlight additions, modifications or deletions are properly reported to Customer Care for proper billing.
Responds to customer requests for investigations of system mechanical issues other than power quality and prepares corrective work orders or construction projects to correct field issues as reported by Electric Operations.
Creates, maintains and updates files in the shared network project folder through all steps of service delivery and communicates with designated staff on availability of upcoming projects for scheduling.
Reviews requests for new contacts, verifies pole count records, performs pre-evaluation check for joint attachments with telecommunication companies, if make ready required prepares engineering estimates for work and initiates invoicing for make ready to lessee and performs post inspection of telecommunication installations for adherence to standards.
Performs services as a damage assessor or system guide to Electric Operations/Maintenance/Construction group during major system outages
Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Associate’s degree from an accredited college or university with major coursework in Electric Power Technology or closely related field. Six (6) years of related electric utility field experience in the job set of electric project management and/or electric distribution construction design skills. OR Any combination of experience, education, and/or training that provides the required knowledge, skills, and abilities.
One additional year of experience may be substituted for 30 semester hours (one year) of the required education with a maximum substitution of two (2) years.

Basic electrical system construction, design and safety

Design, Mapping, and Data Collection Systems.
City ordinances, policies and procedures.
NESC, NEC, OSHA codes.
APPA safety manual as adopted by the Electric Department and OSHA safety regulations.
Project management and scheduling.
Distribution design and construction practices.
Basic surveying.
Effective customer service principles and practices.
Transmission and distribution construction and design standards.
Local environmental requirements for construction and maintenance activities.

Writing work orders, timesheets, support documents for Electric Engineering and Asset Manager.
Electric distribution design methodology and electronic design software.
Interpret symbology, connectivity and status.
Feeder switching, sectionalizing, load balancing, lock out/tag out and emergency operation procedures for electric systems.
Manage construction schedules, adapting for unforeseen issues and creative problems solving.
Time management and multitask functions.
Operating equipment safely; following electrical safety procedures.
Reading electrical hazard warnings on equipment, staking sheets, material sheets, and design documents.
Writing technical documents, specifications transmittals, etc.
Performing mathematical calculations to determine depth and distance, voltage and design parameters, cost for service, return on investment, etc.
Solving technical, safety, and construction problems related to the process.
Interpreting policies, procedures, contract documents, laws, regulations, etc.
Basic level of land surveying, deed record interpretation, and distribution staking.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license

Hiring Range: $38.18 - $47.83, hourly.
