Substation Instrumentation & Controls (I&C) Lead Technician will lead field integration and commissioning of instrumentation and control (I&C) systems across the electric substations and distribution system. This working lead technician role ensures that designs from engineers and vendors are correctly installed, tested, and documented for long-term reliability. Substation Instrumentation & Controls (I&C) Lead Technician will supervise a team of Technicians, coordinate with external partners, and play a key role in upgrading and standardizing critical infrastructure.

ESSENTIAL FUNCTIONS:

  • Lead hands-on installation, configuration, and commissioning of substation I&C systems, including RTACs, protective relays, control panels, and HMIs

  • Review, verify, and document relay settings, logic, and control schemes—make minor adjustments as needed to ensure safety and reliability

  • Use field tools (e.g., Doble) and vendor software to perform validation and troubleshoot non-responsive equipment

  • Translate undocumented or legacy configurations into clean, maintainable documentation and diagrams

  • Collaborate with engineering consultants and SCADA/network staff to ensure designs are implementable and devices are fully operational

  • Supervise and mentor a small team of I&C technicians during the project execution and testing phases

  • Coordinate outage planning, energization timelines, and safety requirements for upgrades and commissioning work

  • Contribute to long-term maintenance planning, equipment lifecycle tracking, and standardization across substations

  • May occasionally support commissioning or maintenance of related systems such as UPS units, communication processors, or substation-mounted fiber terminations when required for I&C system integrity

  • May assist with early-stage Distribution Automation initiatives involving motor-operated air-break switches and capacitor banks in the distribution system

  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training, and Experience Guidelines:

Associate’s degree in electrical technology or plus a minimum of five (5) years’ experience in the installation and modification of electrical and mechanical equipment in a substation environment using appropriate basic and specialized tools, and five (5) years’ experience in relaying and control, electronics, and electrical testing. Experience in relaying, electronics, revenue metering, load management, radio, and communications testing. OR Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Skills and Experience:

  • Extensive experience working in high-voltage substation environments

  • Proficiency with SEL relays (e.g., 351, 351S), RTACs, and related control equipment

  • Strong ability to read and interpret control schematics, wiring diagrams, and logic files

  • Field expertise using Doble test sets, laptop configuration tools, and relay/SCADA software

  • Familiarity with DNP3, Modbus, and standard substation communication protocols.

  • Familiarity with distribution system protection and automation technologies.

  • A track record of sound judgment in identifying and resolving issues in real-time

  • Excellent documentation and communication skills

  • Leadership experience directing small field teams in utility environments

  • 3+ years working in substations performing I&C-related tasks

LICENSES AND CERTIFICATION REQUIREMENTS

  • Valid Class "C" Texas driver's license

  • Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, and use of foot controls.

  • Temperature extremes from weather and engines; Energized electric facilities, occasional dogs and insects.

Hiring Range: $46.41 - $58.14, hourly.
