Under general supervision, support Supervisory Control and Data Acquisition (SCADA) operations and system integrity to ensure the highest operational reliability and system availability on a 24-hour/7-day-a-week basis. Under general supervision, installs, maintains, calibrates, modifies, overhauls, troubleshoots, and repairs a variety of measurement equipment. Incumbents are subject to call out after-hours for emergency repairs and must be willing to work overtime as required.Applicants are required to submit a cover letter and resume.

Essential duties and responsibilities may include, but are not limited to, the following:
Maintains the SCADA system regarding pumping, water and wastewater.
Maintains the SCADA system regarding remote monitoring and operation of electric feeders.
Programs, installs, reviews, maintains, calibrates, and diagnoses measurement equipment associated with the SCADA system.
Performs specialized programming and troubleshooting, and maintenance of SCADA systems' remote units.
Installs, enhances, calibrates, troubleshoots, repairs and programs flow meters, pressure transmitters, programmable logic controllers (PLCs), fiber switches, wireless I/O devices, field I/O wiring and other analytical equipment.
Ensures the operational functionality of all SCADA-related measurement equipment.
Maintains documentation regarding hardware repairs/upgrades, and system software repairs/upgrades, and tracks all application modifications.
Assesses the need for repair or replacement of measurement instrumentation.
Develop and implement software enhancements/modifications to the SCADA system.
Assists engineers and contractors in the design, installation, and maintenance of the SCADA system’s field instrumentation.
Performs preventative maintenance on SCADA-related measurement and communication equipment.
Assists in field installation, testing, and acceptance of SCADA-related instrumentation.
Installs and tests field RTUs/PLCs and associated equipment.
Designs, prepares and tests PLC/RTU control programs.
Routinely monitors and analyzes the reliability of multiple fiber optic networks.
Assists with recommendations and specifications for new test equipment.
Consults with and advises the SCADA Supervisor on matters related to the maintenance or upgrading of field instrumentation, mobile equipment, tools, and communications systems.
Conducts meetings with SCADA system users/operators to arrive at practical methods for data input/output as required by their needs.
Assists engineers and contractors in the design, installation and maintenance of the City’s fiber optic network.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience Guidelines
Associate’s Degree from an accredited college, university or trade school with major coursework in Electrical Engineering, Electrical Technology, Electrical Communications, Computerized Control Systems, or a related field, and a minimum of two (2) years of experience with instrumentation and control system repair, installation, maintenance, and calibration, preferably in a water/wastewater or a closely related process facility, OR a minimum of four (4) years of experience in a related field, including one (1) year of experience in a water/wastewater or closely related process facility.
KNOWLEDGE OF:
Must possess the required knowledge and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Wonderware.
Measurement instrumentation, calibration procedures, and troubleshooting techniques.
RTU/PLC ladder logic programming.
FCC and OSHA regulations and the National Electric Code and National Electric Safety Code pertaining to areas of responsibility.
Electrical theory, operation, and testing.
Communications protocols such as Modbus, DNP, and TCP/IP.
Fiber Optic Networks.
IP Network design.
SKILL IN:
Must possess the required skills and abilities and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Wonderware database and screen creation/modifications.
Configuring and maintaining Human Machine Interfaces (HMI) using Wonderware.
Configuring, installing, troubleshooting, and maintaining process control equipment, including servers, workstations, RTUS, PLCs, flow meters, and pressure gauges.
Experience programming RTUs/PLCs using ladder logic.
Installing and maintaining Serial, Ethernet, and Wireless networks.
Using computers and related software programs.
Applying mathematics, electrical theory, and/or mechanical functionality.
Reading, interpreting, and analyzing professional journals, technical procedures, governmental regulations, construction drawings, diagrams, and manufacturers’ instruction books.
Communicating effectively, both orally and in writing.
Establishing and maintaining effective working relationships.
Creating and maintaining accurate records and reports.
Carrying out oral or written instructions.
Reading and obeying workplace rules and procedures.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
Work is often performed outdoors in possibly inclement weather conditions.
HIRING RANGE
SCADA I & C Technician I: $31.42 - $39.36, hourly.
SCADA I & C Technician II: $34.63 - $43.39, hourly.
