Under direction of the Conservation Manager, this position is responsible for overseeing and coordinating the work assignments and daily activities of the Utility’s water conservation program. This includes implementation of education initiatives, enforcement, staff licensing and training, and resolving customer service concerns.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Supervises, assigns, and reviews the work of staff whose work is directly related to the Utility’s water conservation program; establishes schedules, identifies resource needs for assigned functions; conducts performance evaluations.

  • Supervises the enforcement of water ordinances, including wrong day, wrong time, and water waste. Prepares general water use and water use patterns reports regarding various customer classifications and presents them to leadership

  • Works with internal City departments and outside agencies to implement public education efforts.

  • Attends meetings, events, and program appointments as needed to assist staff and management.

  • Prepare regular updates on the program.

  • Prepares and performs presentations to internal and external customers.

  • Evaluates programs for effectiveness and provides suggestions on future programming.

  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Graduation with a Bachelor's degree in applicable coursework or degree areas and three (3) years of experience in a related field, with one (1) year of leadership experience OR Additional experience or education may substitute for the minimum qualifications.

Knowledge of:

  • Water efficiency technologies, practices, enforcement, programs and rebate requirements.

  • Safety practices and procedures.

  • Federal, State and Local water conservation laws, ordinances, regulations, practices and techniques.

Skill and Abilities in:

  • Communicating effectively, orally and in writing.

  • Establishing and maintaining effective working relationships.

  • Planning and goal setting.

  • Using computer and related software.

  • Implementing programs and related policies and procedures.

  • Making judgments pertaining to repair needs and supply needs.

  • Skill in handling multiple tasks and prioritizing.

  • Ability to work with frequent interruptions and change in priorities.

  • Finding safe effective solutions to problems.

LICENSES AND CERTIFICATION REQUIREMENTS

  • Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

  • Licensed Irrigator certification or other irrigation certification from the Texas Commission on Environmental Quality OR must be able to obtain the required Licensed Irrigator certification within one (1) year of selection to the position.

Hiring Range: $68,586.44 - $85,924.80, annually.
