Under the general supervision of the Public Works Department Stormwater Management Coordinator provides administrative and technical duties as they relate to MS4 Stormwater Permit Inspections. Duties may include inspection of residential and commercial construction sites daily to ensure projects are in compliance with local, state, and federal stormwater regulations. Construction inspections for ROW permits, Illicit discharge investigation, pre-construction meetings, and public outreach and education on stormwater management.Applicants are encouraged to attach a resume.

Essential duties and responsibilities may include, but are not limited to, the following:
Work involves the independent performance of a variety of technical duties requiring the application of technical methods and procedures, and the use of the equipment, instruments, and tools of the technical specialization.
Prepare a variety of reporting documents, regulatory responses, annual reports and permit submission. Use visual aids for various meetings and presentations using a variety of specialized software.
Provides assistance with the administration of the ROW Permitting & Regulation Program
Perform field inspections for ROW Permits and Stormwater regulations compliance
Usage of GIS software and other software programs for GIS/technical work
Maintenance of record keeping and filing systems for the Stormwater Department and ROW Permitting Program and other programs as needed.
Conducts safety inspections of vehicles and equipment, wears protective and safety gear as indicated for the work assignments and field inspections.
Respond to requests and inquiries from the general public and other City Departments.
MINIMUM QUALIFICATIONS: Stormwater Inspector
Education, training and Experience Guidelines
Associate's Degree from an accredited institution with course work in engineering technology, Geography/GIS or environmental science resources. Two (2) years of increasingly responsible experience performing Stormwater site inspections. Experience with Local , State and Federal regulations for stormwater permit management.
Knowledge of:
Principles, practices, and planning of stormwater management techniques to include, but not limited to erosion control, structural controls, best practices, spill response.
Equipment, materials and methods used in construction.
Principles and practices of record keeping.
English usage, spelling, grammar and punctuation.
Modern office technology and equipment, including computers and related software applications.
Applicable tools and equipment operations.
Applicable Federal, State and local codes, laws and regulations as it applies to water quality and stormwater management.
Methods and procedures used in making field inspections and determining compliance with local, state, and federal stormwater regulations.
Skills in:
Understanding and interpreting legal descriptions, records, maps, dedications and metes and bounds descriptions.
Preparing illustrations, graphics, sketches, plans and maps as needed utilizing ArcMap/ArcGIS ESRI program.
Establishing and maintaining accurate records, logs and files.
Understanding Federal, State and local policies, laws and regulations regarding water quality, stormwater, etc...
Operate and use modern office equipment including computer and various software applications.
Communicate clearly and concisely, both orally and in writing.
Establishing and maintaining effective working relationships with those contacted in the course of work
Understanding and following oral and written instructions.
Following occupational safety and health procedures.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history, required.
CESSWI, CISEC or an equivalent qualified compliance stormwater inspector certificate, preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Some exposure to weather extremes, noise and vibration from equipment, moving traffic near work sites.
Hiring Range: $24.61 - $30.83, hourly.
