Under the general supervision of the Electric Engineering Manager, the Electric Engineering Support analysis provides technical, legal, and administrative support for the electric engineering team. This role assists with project design coordination, easement acquisition and documentation, contract review and negotiation, purchasing and procurement processes, work order and service request processing, record keeping, and general support of engineering and construction functions.

Essential duties and responsibilities may include, but are not limited to, the following:

Engineering Support and Project Coordination:

  • Provide administrative and technical support to the Electric Engineering group for capital, reliability, and customer-driven projects.

  • Assist engineers with project design documentation, drawing updates, and the preparation of project packages.

  • Assist engineers with Construction Design Criteria manual, spec book, and website updates.

  • Coordinate with customers, developers, surveyors, and internal departments to ensure project requirements are met.

  • Prepare, track, and maintain work orders, service requests, and engineering records related to electric projects.

  • Support project scheduling, document control, and change management processes as assigned.

Easement Management:

  • Coordinate and manage the preparation, acquisition, and filing of easements required for electric distribution and transmission projects.

  • Work directly with property owners, developers, surveyors, legal counsel, and engineering staff to obtain required easement rights.

  • Review easement documents for accuracy and completeness prior to execution and filing.

  • Maintain easement and right-of-way records, ensuring they are accurate, current, and accessible for engineering and operations staff.

  • Assist with researching property ownership and land records to support project development and construction.

Legal and Contract Support:

  • Provide assistance with the review, preparation, and administration of contracts, easements, and legal agreements related to engineering projects.

  • Support negotiations with property owners, developers, and third parties to secure easements, rights-of-way, and project-related agreements.

  • Coordinate with legal counsel to ensure compliance with applicable laws, regulations, and company policies.

  • Assist with drafting correspondence, legal notices, and contract modifications as required.

  • Maintain organized records of all contracts, negotiations, and supporting legal documentation.

Purchasing and Procurement Support:

  • Collaborate with the Purchasing department on Requests for Proposal (RFPs), Requests for Quotation (RFQs), Requests for Information (RFIs), and related procurement activities.

  • Assist with drafting technical specifications, bid documents, and evaluation criteria in coordination with Engineering.

  • Support bid evaluation and selection processes, including review of vendor submittals and contractor proposals.

  • Track vendor contracts, purchase orders, and change orders to ensure alignment with project requirements.

  • Work with Purchasing, Legal, and Engineering to resolve discrepancies, contract issues, or performance concerns.

  • Create, maintain and close Partnersoft Work Orders and Workday projects for all capital and reliability projects. Assist in the accurate creation of project accounting during initial project setup.

  • Support the accounts receivable processes related to customer and capital improvement projects. Coordinate with the accounting department on any issues related to payments, invoicing, or administration of Capital and reliability Projects.

  • Assist in the creation of the annual capital and reliability program budgets with system planning, maintenance, engineering, system metering and the financial planning departments.

  • Assist in developing and implementing schedules and procedures for the annual Capital Budget process.

Documentation and Records Management:

  • Assist in maintaining the subsidiary ledger of engineering records, maps, drawings, contracts, and easement files.

  • Ensure work order records, project documentation, and easement files are accurate, coded correctly, and reconciled with accounting systems when required.

  • Provide reporting and updates on easement acquisitions, procurement activities, project support tasks, and work order status.

Cross-Departmental Support:

  • Collaborate with Engineering, Operations, Finance, Legal, and Purchasing staff to resolve issues related to easements, work orders, contracts, procurement, and project documentation.

  • Provide customer service support for inquiries related to engineering projects, easements, and electric service extensions.

  • Assist with coordinating internal reviews of project easement requirements, legal agreements, procurement documents, and approvals.

MINIMUM QUALIFICATIONS

Education:

  • Associate’s degree in engineering technology, Business Administration, Paralegal Studies, or a related field.

  • An equivalent combination of education and experience may be considered.

Experience:

  • Minimum of three (3) years of experience in engineering support, utility operations, project coordination, legal/contract administration, or related work.

  • Experience working with easements, right-of-way acquisition, or property records preferred.

  • Familiarity with RFP/RFQ processes and procurement procedures preferred.

Knowledge, Skills, and Abilities:

  • Basic understanding of utility engineering, construction, or electric distribution practices.

  • Knowledge of easement, right-of-way, and property ownership processes, including document preparation and review.

  • Familiarity with contract language, negotiation practices, and legal documentation.

  • Ability to read and interpret technical drawings, maps, plats, and legal descriptions.

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and enterprise systems (e.g., Workday, Partnersoft, GIS, or equivalent).

  • Strong organizational skills with the ability to manage multiple priorities and deadlines.

  • Excellent communication skills, including the ability to interact professionally with property owners, contractors, vendors, and internal departments.

  • Ability to work independently and as part of a team with strong attention to detail.

Licenses and Certification Requirements:

  • Valid Class "C" Texas Driver’s License with a good driving record (required for travel to project sites and property visits).

  • Notary Public certification (or ability to obtain within 6 months of hire) preferred for witnessing easement and legal document execution.

  • Certification or training in contract management, procurement, or paralegal/legal support preferred.

  • Familiarity with GIS mapping systems and ability to obtain system-specific training/certification, if required.

  • Ability to complete employer-provided training in safety, compliance, and utility-specific systems (e.g., Workday, Partnersoft, or equivalent).

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.

Temperature extremes from weather and engines; Energized electric facilities; occasional dogs and insects.

Hiring Range: $31.42 - $39.36, hourly.
