Under general supervision, the Electric Engineering and Operations Technology Manager provides strategic and operational leadership to ensure optimal functionality, availability, reliability and resiliency of all Electric Engineering and Electric Operations technology platforms.

Electric Engineering and Electric Operations technology includes the hardware, software, data integration and cybersecurity processes required for secure and optimal performance of Advanced Metering Infrastructure (AMI), Meter Data Management (MDM), Geospatial technology and Artificial Intelligence applications including but not limited to Outage Management System (OMS)/Distribution Management System (DMS), line design, Engineering Analysis, Asset Management, Drone Inspections various mapping solutions.
The Electric Engineering and Operations Technology team works in conjunction with the City of Georgetown IT Department, including the Cybersecurity staff, Utility Operational Technology, Electric Utility SCADA, AMI, Metering, and Control Center groups.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Leads the utility’s efforts in planning and deploying Electric Engineering and Operations (EE&O) technology solutions to enable the electric utility to achieve its business objectives through strategic technology adoption and full utilization.

  • Leads development, implementation, and administration of Georgetown Electric Utility’s strategic Engineering and Operations technology roadmap, including governance structure and procedures, policy, and standards.

  • Works closely with business unit and divisional leaders to determine operational technology to meet business requirements, plan budgets and resource requirements. Develops and implements the EE&O work plan and updates it accordingly.

  • Oversees planning and execution of major utility engineering and operations technology implementation in alignment with IT, OT policies and procedures.

  • Achieve efficient, effective, and timely project execution by adopting best practice project management tools and processes.

  • Provides overall leadership and direction to facilitate the development of EE&O technology standards to ensure functionality, compatibility, and integration in a complex infrastructure.

  • Develops and manages EE&O technology capital and O&M budget and prioritizes purchases in alignment with the City of Georgetown’s budgetary and fiscal policies and procedures. Facilitates work with other electric utility department budgets for projects and infrastructure requiring EE&O resources in a cost-effective manner.

  • Works closely with City of Georgetown IT, Cybersecurity and Utility Operational Technology staff to implement infrastructure and processes for keeping the Utility’s technology systems secure.

  • Provides strategic technology input to business and technical teams to ensure project objectives and appropriate resources are anticipated, allocated and optimized to meet scheduled requirements.

  • Matches and prioritizes available EE&O resources to specific business requirements and facilitates discussions and decisions on discrepancies.

  • Maintains familiarity with electric utility innovation projects, including distribution automation, grid edge and behind-the-meter technologies.

  • Consults on development of grid modernization strategy, including Transmission & Distribution (T&D) Automation/Smart grid and Operational Technology projects, and their integration with the foundational E&O technology architecture.

  • Establishes external relationships with industry peers to exchange information and strategies and maintains up-to-date knowledge of state-of-the-art technology concepts and solutions with an emphasis on the electric utility industry.

  • Works closely with the City’s IT and Utility's OT groups to ensure plans and strategies that enable the utility to achieve its strategic and tactical business objectives remain in alignment with the City’s technology strategy. Builds, promotes, and oversees these strategic relationships, promoting trust and partnership.

  • Develops and manages relationships and collaboration opportunities with key vendors and technology partners.

  • Recruits, develops, and leads a dynamic team of technical professionals, project managers, and other support functions to develop and execute the division’s strategic and tactical assignments.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Education: Bachelor’s degree in computer science, Computer Technology, Management Information Systems (MIS), Engineering, Geo Spatial Sciences, or related field. An advanced degree in a relevant field is preferred.

Experience:

  • 10+ years of experience in the Technology/IT field. Experience with Electric Utility Engineering and Operations Technologies

  • 2+ years of management experience, with progressively responsible leadership and project management assignments, and demonstrated ability leading high-performing teams in large organizations.

  • In-depth understanding of the broad landscape of Electric Utility Engineering and Operations Technologies and trends and their application to the utility’s mission, including their integration within the technology architecture of the City of Georgetown.

  • In-depth technical knowledge in Electric Utility Engineering and Operations Technologies with a focus on Electric Distribution SCADA/Outage Management System (OMS)/Distribution Management System (DMS) and Advanced Metering Infrastructure (AMI), Geospatial Technologies and distribution system automation technology.

  • Demonstrated knowledge of emerging utility technology strategy concepts, data systems and architecture, and innovative technology solutions

  • Working knowledge of Project Management process and concepts, including experience managing project budgets.

  • Strong functional understanding of OT/IT systems and processes, including utility automation, networking technologies and Cybersecurity methods.

  • Demonstrated ability to lead and manage change.

  • Strong Written and verbal communication skills, with experience creating and delivering public presentations to a variety of constituents.

  • Demonstrated knowledge in developing strategic recommendations for grid modernization and utility technology innovation.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.

Hiring Range: $129,348.44 - $162,032.00, annually.
